Kartal East Center

East Center Project (ECP) has been developed in 2005 by the collaboration, which started among Istanbul Metropolitan Municipality, Kartal Municipality and Industrialist Estate Owners in order to lead the transformation of industrial into service sector. Kartal Municipality has been continuing to integrate Kartallites’ expectations into project processes.
At this stage planning work is carried on in consensus with parties. In this process, preparation of action plans is gaining importance in order to determine how the people “living” and “working” in the project area are going to be afected, eliminate the negative impacts of the project, improve the positive impact.
Our aim is to empower the positive impact by understanding the impacts of ECP on inhabitants, employees, estate owners, and on its surrounding area and Kartal, and by diminishing them. Project’s impact until now,
implementation process and its future impacts have been evaluated in this report, which has been prepared in line with this objective. In this study, strategies have been developed which meet disadvantages groups’ needs, appropriate for public needs and social integration principles after bringing forward the changing life at work and in neighborhood, new costs, financial losses and uncertainty based anxieties.

Responsibilities of actors afected by / afecting ECP have been determined in order to increase positive impacts and eliminate negative impacts of the project by causing current and future impacts on “place” and “people”.
ECP SIA Report has been prepared by taking the opinions and the suggestions of inhabitants, employees, private sector and civil society. SIA Report will be brought into question for six months, after which it will be inalized according to the opinions and suggestions of a wider segment of society. Thus, we will make a call for collaboration to diferent parties in the project in order to minimize the negative impacts.
